Unfortunately, the local Livingstone Shire beach rules state that dogs are allowed on all beaches outside of 8am and after 4pm unless signed. So almost every beach in the area is dog friendly!
In my research I have never come across a beach where dogs are not allowed, although the beaches of Bifield National Park in the north are prohibited.
When I visited in 2021, the local tourism website stated that dogs were not allowed at Japan Main Beach, Emu Park Beach, and Koe Bay Beach. However, I can confirm that there is a sign on Koe Bay Beach that says dogs are allowed before 8am and after 4pm, but there are no signs prohibiting dogs on Japan Main Beach or Emu Park Beach. With the last two, dogs are allowed to run, but stay outside the checkpoint.
There are two beaches with different rules: Farnborough Beach in Bungalow and Fisherman’s Beach in Emu Park. On both beaches dogs are allowed to walk all day, but not on weekends and holidays.

The Farnborough Beach section of the course is located between the Bungalow Boatyard and Barwells Creek and is easily accessible from Hines Street, next to the 4WD access. At Fisherman’s Beach, the boating section begins 150 meters north of the pier and early access is allowed at this time.
Although crocodiles are rarely a problem this far south, the crocodiles can pose a danger in the summer months and care should be taken during the turtle keeping season from October to March. If there are turtles around, keep your distance and keep dogs away from the beach.

One of the best things to do in Japan is a trip to Great Keppel Island. With its beautiful beaches, swimming and snorkeling, it’s a great day out for all the family and, with luck, the dogs will join you.

There are two ferry routes to travel to Great Keppel Island, both of which are dog friendly. We traveled with Keppel Connection and they welcome dogs for free. Unlike the boat that goes to Magnet Island, our dog does not need to be muzzled.
There are large Liberty Fast Catwalks that charge $5 for small dogs and $10 for large dogs. Both ferries last 30 minutes and follow the same timetables.
When you arrive at Great Keppel Island, you will notice that there are no signs on the beach indicating whether or not dogs are allowed. However, this island is part of the Livingstone Shire, same as Japan, so maybe dogs are allowed off-leash on the beach before 8am and after 4pm, which works here. Big Keppel Island is not mentioned on their website.
The boat drops you at Fisherman’s Beach, the heart of the island. I recommend walking to the southern end of the beach, where the short walk to nearby beaches such as Shelving Beach begins.
A Day Trip To Great Keppel Island — A Sunnier Life
Shelving Beach is one of the most popular beaches on the island and is the easiest to get to if you don’t have your own boat. It’s a 5-10 minute walk, although the last part of the trail is quite difficult, especially if you’re on crutches like us! On both sides of the beach there are lines of rocks that jut out. We wanted the place on the left, which became easier at low tide.
If you bring your own picnic lunch, I recommend doing a circuit of Shelving Beach, Monkey Beach, and Long Beach. Monkey Beach is the most famous but we didn’t have enough time to visit it. We turned it into a long beach, a nice, long, quiet swimming beach. We had the beach to ourselves (maybe let our dog loose). Although empty when we visited, the eastern end is actually an empty beach.
Please note that the trails around Great Keppel Island are not well maintained as the main resort on the island has been for many years. It is best for fishermen to stick to the trails from the end of the beach or ask local workers to see the way.
If you take the Keppel Connection ferry to the island, lunch and drinks can be booked at the Great Keppel Island Hideaway. It was very special and our burgers and fries were delicious. However, walking to the bistro north of Fisherman’s Beach is a waste of time.

The bistro at Great Keppel Island Hideaway is mostly outdoors and dog-friendly, with plenty of water bowls. Although I saw dogs passing the sign this time when I left, I don’t know which place he was referring to.
Unfortunately, most accommodation on Great Keppel Island does not accept dogs, so it is often best to visit only on a day trip. If you are planning to stay for one or two nights, check to see if the particular vacation spot allows dogs.
If you want to enjoy a beautiful beach environment without putting your toes in the sand, there are famous people and dogs that walk along the Japanese foreshore. Take your time, there are plenty of picnic chairs and loungers along the way, not to mention the many bars on the beach, which are usually dog friendly.
Dogs must be kept away and there are plenty of reminders to pick up after your dogs, lots of crates and poop bags. Please note that dogs are not allowed in the Japan Lagoon (but you can walk behind them) and the Keppel Kraken water play area.

Unfortunately, many of the other coastal areas, such as the Bluff Point Scenic Walk and the Fan Rock Canyon Trail, are within small portions of Capricorn Coast State Park.
Emu Park is located a 15-minute drive south of Japan. As closed as Fisherman’s Beach, there are two other historic sites. On the hill above the grill is the Ship Song statue, a monument to Captain Cook, erected in 1970. Hear it sing in the wind.
Near the Song Boat is the Anzac Memorial Walk. The memorial and short track were built to celebrate the centenary of the First World War and are an interesting place to visit. Under the main lodge is an information board about the great war in which some Queenslanders were involved.
Dogs are welcome on the beach and in the surrounding park, although the area is treated with due respect.

If you are interested in history, it is also worth going into Rockhampton. One of Central Queensland’s oldest towns, it has an impressive collection of historic buildings.
Some of the important buildings to visit are the Customs House, Standard Hotel, Rockhampton Post Office and several court buildings. Most of the historic buildings are on Quay Street on the river, with the post office and pool court behind East Street.
Riverside station is located near the newly renovated Quay Street and is a lovely place to walk along the Fitzroy River, with lots of shade trees. Clean your dog.
Unfortunately, dogs are not allowed in Rockhampton’s main botanical gardens, except in a relaxed environment.
